The transmission planning models WECC and FERC hold are the authoritative representation of the Western Interconnection. They are CEII-designated under 18 CFR 388.113 and require an NDA plus FERC clearance. This record exists because a catalog that tells you what does not exist is more useful than one that silently returns nothing: the gap is permanent, it bounds what DD1 can offer, and a modeler should learn that here rather than after a month of correspondence.
