GEM's integrated tracker consolidates its coal, gas, oil, nuclear, hydro, wind, solar and bioenergy trackers into one unit-level inventory with status, capacity, location and ownership. It is the most complete open global fleet dataset and it fails the anonymous-access criterion: the download is behind a registration form, which lands it at Tier 2 despite being otherwise model-ready. That is the tier framework doing its job — the constraint is an access path, not data quality, and conflating the two would misinform the user.
